China Issues Draft Standard on Major Power Security: Solid-State Batteries Poised to Benefit

Recently, the National Energy Industry Power Emergency Technology Standardization Committee released the draft national standard Technical Specification for Electrical Configuration on the User Side of Major Power Security for public comment. The document sets clear technical requirements for microgrid independent operation, grid-off switching, and UPS (uninterruptible power supply) configuration.

Its goal is to enhance the reliability and safety of power supply for critical facilities. At the same time, the move sends a strong market signal for storage technologies with high safety and long lifespan.

One of the key provisions is that microgrids must support multi-unit parallel operation. In practice, this means the system must include multiple generators or storage units working together in a redundant architecture.

If one unit fails or requires maintenance, the others can immediately take over the entire load. As a result, power continuity remains unaffected. This approach effectively provides “multiple layers of insurance” for mission-critical equipment and significantly reduces the risk of supply interruption caused by a single point of failure.

The draft also introduces the requirement of uninterrupted switching within 20 milliseconds, setting an extremely high bar for response speed. To put it in perspective, 20 milliseconds is just one-twentieth of a human blink. During the transition between grid supply and microgrid supply, precision equipment such as servers and medical devices would experience no disruption at all. 

Achieving this level of performance demands not only storage systems capable of millisecond-level response, but also advanced control systems that can continuously monitor grid parameters and synchronize voltage, frequency, and phase angle with great accuracy.

These high technical standards are expected to benefit the solid-state battery storage sector. With intrinsic safety and long cycle life, solid-state batteries are naturally suited to scenarios requiring millisecond switching and highly reliable power. 

For industry players, the new regulation represents an opportunity to expand their role in critical power security and accelerate the commercialization of safe storage technologies.

The introduction of this technical specification marks an important step in building China’s power security framework for major users. It also provides a clearer direction for applying and innovating storage technologies. As the standards system matures, solutions with intrinsic safety, long lifespan, and high-power performance are likely to play an even greater role in constructing a resilient and reliable electricity security system.
